Legal Aid, Livelihood & Economic Empowerment
PDF believes that sustainable social and economic change occurs when communities are both legally empowered and economically self-reliant. Our approach combines legal aid with livelihood development to help individuals and communities build resilience, strengthen their rights, and improve their economic well-being.
Through the formation of Village Savings and Loan Associations (VSLAs), PDF has supported more than 300 community savings groups with over 6,000 members, mobilizing more than TZS 500 million in savings. These groups provide access to capital for small businesses, agriculture, and household needs while strengthening financial inclusion for women, youth, and persons with disabilities. VSLAs often become a launchpad for entrepreneurship and community-led economic development.
Our livelihood programs equip communities with the knowledge, skills, and resources needed to build sustainable income-generating activities. PDF provides tailored capacity building in financial literacy, financial management, entrepreneurship, and business development. Communities also receive support through value addition training, mentorship, on-site technical guidance, and linkages to financial institutions and markets. Where appropriate, the organization supports the introduction of equipment, technology, and mechanization that can improve productivity and expand economic opportunities. These initiatives enable individuals to develop businesses in areas such as horticulture, food processing, sanitation services, and other local enterprises while contributing to job creation and stronger local economies.
Access to justice is a central component of empowerment. Through the Msaada wa Kisheria mobile application, one of Tanzania’s pioneering digital legal aid platforms, and a network of trained community paralegals, PDF provides legal education, counselling, legal representation, referrals, and follow-up support for marginalized populations. This ensures that individuals and communities can navigate legal challenges, protect their rights, and access justice when needed.
By integrating legal empowerment with economic opportunity, PDF strengthens the ability of communities to achieve self-reliance, reduce vulnerability to exploitation, and build resilience in the face of social and economic challenges, including the impacts of climate change.
